UNDP’s Strengthening Rule of Law in Malakand Project (SRLM) 2011 – 2015, was designed to address gaps in the justice sector. Under this project, APEX was hired to conduct a KAP study in Swat, Chitral, Buner and Lower Dir districts of Khyber Pakhtunkhwa. The main objective of KAP study was to collect systemactic information on level of awareness of population about its legal rights, statutory laws and formal and informal institutions of jutice – police courts, traditional jirga, musalihati jirga, etc. It was also to collect systematic information on and anylyze the attitude and practices of population towards institutions of justice delivery.
APEX provided the services and includes: study framework development, data collection tools, trainings of enumerators, data collection from primary and secondary sources, analysis, triangulation and report writing. APEX deployed eight field teams for primary data collection and a separate team for qualitative data collection in Swat, Chitral, Buner and Lower Dir districts of Khyber Pakhtunkhwa. Data was collected from 1840 common households, 276 justice provider’s households, 276 justice providers, eight FGDs with communities, 18 KIIs (Court, Prosecution, Police/administration, Bar Association and Paralegal) as well as 92 community surveys.
