Project Description

USAID awarded US$23 million contract to I-LED Consortium to implement a post-earthquake re-construction project in Bagh district of AJK and Manshera district of NWFP.  The first phase of the program covered emergency relief and reconstruction.  In the second phase value chain approach was used to improve the livelihoods of the people by improving the productivity of the existing livelihood chains and by linking these chains to national and international markets.

Two years into project implementation the Consultants were asked to evaluate the impact that the livelihood programs have had on the role of female segment of the population in terms of access to credit and information, labor segregation, decision making, benefit accumulation, etc.   Since women are particularly encouraged by I-LED so it becomes important to know if the benefits of the donor’s efforts are reaching the intended population.  The Consultants used both the qualitative and quantitative methods to carry out the gender analysis.
